If someone got into the back of you and didn't hurt your position or car other than minor cozmetics, I'm all for giving him a little tap here and there to show you ain't happy. Fights are fight, punches are only thrown for a second or two, but wrecking someone on purpose at 200MPH. That's just idiotic. Who knows what could happen at those speeds. Yes, Tony had no reason to gas into him like that, but the guy should not have been in the middle of the track while the cars were running even if it was just a caution lap.
