RoR 37.117 Problem

I go into the ror configurator and it comes up and disapears, I redownloaded it 8 times and the same thing happens what do i do. (I just got a new computer because it had a viruse and it shutdown and never came back up)

Its a Window 8 computer and my old was a Window XP

I can't im a laptop user and 37.117 helps me steer better, what do i have to click to fix this.

well i run toshiba and had that problem but i wiped it compleatly and deleted almost everything i had and redownloaded 12 times
