No, Rigs of Rods mods only work with Rigs of Rods and Beam.NG mods only work with Beam.NG.

You can import mesh files if you convert them to xml files first with the converter that is in the install directory for Rigs of Rods.

This is the latest mesh importer for Blender: https://github.com/CuriousMike56/RoROgreAddons

You can import and export truck files into Blender with this: https://forum.rigsofrods.org/resources/blender-n-b-import-export-plugin.25/

However be warned, transferring content between RoR and Beam.NG is something that you should be doing if you have permission from the original author.

Many problems have been brought up over this so make sure you get permission!
