Appears to be a Firefox or IE/Edge issue. Works fine on Chrome. For the importer and exporter, you need to take the scripts from this zip and either locate and put it in the AppData folder on your computer, or (the easier way) Re-install Blender and choose "Installation Directory" when asked where you want to install, and put the scripts inside of Program Files/Blender Foundation/Blender/.blender/scripts.

The real issue with BeamNG is the lack of optimization. Unfortunately, you will not find a new computer that gives you a playable experience at $150-$250. Do you have two RoR folders in My Documents, "Rigs of Rods" and "Rigs of Rods 0.4", or just one? If you have a seperate folder, you need to move the files into that, if you don't, just clear and regen the cache in your configurator.

I'm not sure why it wouldn't be.
