Not at all, vehicles are an entirely different being from a terrain. These two things are not linked at all.

The closest thing I have gotten to making ruts/tracks in the terrain was using 2 meshes, one having a standard texture the other having a damage map so when it came in contact in the area it produced a new type of look.
Everything should be back to normal, If you find anything please let me know, Got some new features lined up, working on getting them squared away.

Is the cpu fan aftermarket?
Reason I ask sounds like you have a bad fan, bearings may have went bad..bearings do wear over time and cheaper cpu fan ie(stock) are not intended to be run under load all the time (gaming) so they show signs of wear quicker. if thats not where the sound is coming from let me know.
A bad cpu fan can also prevent the boot sequence.
