Paint.net: help?

Ok, so i know various people here use Paint.net to make skins, but no one seems to be able to help me for whatever reason. So i'm making a public cry for help. What are the basics to making a skin? How do you make these:

I'm not to familiar with pain.net but most of the high quality skins like what you see in the packs are largely drawn with the pen tool in Photoshop but surely paint.net has a similar feature other then that a good eye for detail and high quality, one of my usual things to do is to find an image of what I'm trying to make and redraw it with the pen tool so it's clearer and the quality is higher. So with that the best advice I can give is learn the pen tool in whatever program you use.

You can use to make shapes, such as flames, lines, or whatever you want.
