0 RKM Posted March 3, 2013 Share Posted March 3, 2013 I'm not to familiar with pain.net but most of the high quality skins like what you see in the packs are largely drawn with the pen tool in Photoshop but surely paint.net has a similar feature other then that a good eye for detail and high quality, one of my usual things to do is to find an image of what I'm trying to make and redraw it with the pen tool so it's clearer and the quality is higher.
